Yes, it's traditional to point out that De Palma quoted Eisenstein in the train station scene. It's not my favorite shot of stairs in the film, though. ^_^

There are a few differences between the two, both superficial and not: De Palma left out the woman whose son was shot, and the soldiers firing on the crowd, and the crowd running down the stairs; The Untouchables is in color; the angles in the staircase scene are less dramatic; the stairs are inside rather than outside and they're also much shorter. The "bad guys" are at the foot of the stairs and halfway down, with Ness and Pine start off at the top and bottom.

Still, the sailors reference Potemkin and there is a baby carriage tumbling down the stairs (not falling over, in spite going down stairs which aren't flat even where they should be).
